Romanian streetkid sniffing drugs

Video shows a romanian streetkid taking a paint thinner in order to get high. The picture reminds of the early 90’s, when romanian children had to live in the streets and in the dirt. But this is actual footage. The romanian gouvernment has no interest in helping those kids.
